I believe that there is a high enough chance of decent cards, even if the packs were weighed, to offset the cost of the pack, or at least make the total cost of the pack at least a decent amount less

Were going to tune these upgrades as if we were using Ureni of the Unwritten as the main commander since it is a bit more fun to play and keeps the Dragon-kindred theme a bit more unified

Regardless I think it is a nice tool to have

I remember I was 7 when they launched here in the UK, I still remember opening my first Base Set booster pack, I even recall that it was a Blastoise art pack and I pulled a holo Poliwrath, from that moment I was totally hooked and so excited to find and collect all of the cards, not just to own them, but to see the artwork, that sense of discovery was incredibly rewarding
