From what I can gather from Google this is a badge crest related to the Division of Fire Prevention in the Province of Quebec. Gold and Silver wire with colored thread on black, slightly padded. 78. 44mm high by 67. 65mm wide. The centre of the Horse Shoe design in backed with pink cloth and I would think would have a crest of the area the badge was worn, only my thoughts. Nicely made. Control #WS13506
